In 2023 the UK Government announced a ‘minded to position’ to include energy from waste installations within the UK Emissions Trading Scheme from 2026, with full implementation by 2028.

The ETS has been operational since 2005 for energy intensive sectors, the scope expansion to include Energy from Waste installations will have a very significant impact on EfW owners, operators and waste suppliers.

Understanding of and preparation for inclusion of EfW in the UK ETS will need to include:

  • Understanding the evolution of UK Government Policy positions;
  • The regulatory requirements for ETS and how this will apply to EfW;
  • Assessing the timelines and actions needed ahead of the 2026 commencement;
  • Developing strategy and action plans for owners, operators and waste suppliers;
  • Developing a Carbon Risk Management Policy enabling operators to assess and quantify risk positions;
  • Access to arrangements to acquire and surrender carbon allowances.
